Cop nabbed over theft of 18 firearms at Bellville police station

Cape Town - A police officer has been arrested for theft and corruption relating to the theft of 18 firearms at a Bellville police station, the Hawks confirmed on Wednesday. 

The 34-year-old constable from the Bellville South Community Service Centre (CSC) was arrested by the Hawks’ National Bureau for Illegal Firearms Control and Priority violent crime.

Hawks spokesperson Brigadier Hangwani Mulaudzi explained the sequence of events leading to the arrest. 

"Two firearms were seized by SAPS Vispol members from two suspects on separate incidents in September 2017 and another in April 2018 respectively. 

"Further investigations by the Hawks revealed that the two firearms were among the 18 that were reportedly stolen at Bellville South SAPS in August 2017."

 Mulaudzi added that: "Several firearms handed in as exhibits and deemed for destruction apparently went missing from a storeroom at the Bellville South police station".

The constable was then accused of having participated in the theft of the firearms, said Mulaudzi. 

He added that the missing weapons are at the centre of a police investigation. 

The officer is expected to appear at Bellville Magistrate’s Court on Wednesday.

Officers bound, weapons stolen in 'raid' on police station

The Hawks are looking for four men who held up a police station in Windsorton, in the Northern Cape on Wednesday night.


A manhunt is under way after armed robbers attacked the Windsorton police station in the Northern Cape on Wednesday night, tying up the only two officers at the station before raiding the safe for firearms.
“Yesterday [Wednesday] at 10.30pm, four males entered the police station and tied up the two officers on duty with cable ties," said Hawks spokesperson Nomthandazo Mnisi. “They held the police officials hostage and took their pistols from them. They then demanded to go to the safe and they took four pistols (9mm) and two rifles."
She said it was “convenient and normal" for there to be only two officers manning the station, because “Windsorton is a small place".
The suspects fled with their haul of weapons in a white Audi A3 with Botswana licence plates, Mnisi said. It took the officers “about an hour" to free themselves and call for help.
No arrests have been made.
Mnisi said the priority crimes unit had made progress on catching the culprits, but said she didn't want to jeopardise the operation by making any more information public.

South Africa police 'lose 3,000 guns a year'

 

Almost 3,000 South African police firearms were lost or stolen in just nine months, it emerged today – about three for every police station in the country, which has some of the highest crime rates in the world.

The worrying statistic comes less than six months before the football World Cup kicks off in the country.

Dianne Kohler Barnard, the opposition Democratic Alliance shadow police minister, said that the state weapons manufacturer Armscor had recently ordered 4,000 replacement 9mm handguns made by the Italian manufacturer Beretta.

A parliamentary committee heard that 2,944 police weapons were lost or stolen between January and September last year – more than in the whole of 2008, which was itself an increase on 2007, she said.

The recovery rate for weapons stolen from or lost by police was "extremely low", Ms Kohler Barnard added, in contrast to thefts from civilians, where it was 100 per cent.

The figures suggest that, wittingly or unwittingly, South African police could be a major supplier of weapons to the country's criminal underworld.

"I can't discount that," said Ms Kohler-Barnard, adding that it was impossible to say how many of the guns declared lost had instead been sold by corrupt officers. "I don't know whether they are selling them or leaving them on the counter at Wimpy's when they go to have a hamburger."

Investigations into lost firearms were sometimes launched, she said, but "nothing ever comes of them, nothing ever happens and no one is punished".

She called for action to ensure that fewer police guns "end up in the hands in criminals.

"The thought that a SAPS [South African Police Service] firearm might be used to shoot and kill a SAPS member is unconscionable," she said.

The SAPS spokesman responsible for firearms issues was in a meeting this afternoon and not available for comment.

Almost 50 people are murdered every day in South Africa, one of the highest rates in the world for a country not at war.

There are concerns over the safety of thousands of football fans attending this summer's event.

More than 2,000 firearms have been stolen from the South African Police Service (SAPS) over the course of the past four years, an answer to a parliamentary question tabled by the country’s official opposition has revealed.
Responding to a written question from the Democratic Alliance (DA), Police Minister Fikile Mbalula said that 602 police guns went missing in 2014/15, 630 were stolen in 2015/16 and 537 disappeared in 2016/17. Some 248 have vanished since the beginning of April this year, Mbalula said.
“The reality is that the SAPS is fuelling the illegal arms trade. Thousands of SAPS firearms have been stolen over the past 20 years, and are out there in the hands of criminals shooting at the police, and at you and me,” said Kohler Barnard, who shadows the deputy police minister for the DA.
“This high number of ‘missing’ firearms goes far beyond the occasional case of negligence, and is evidence of a problem that is not unrelated to high levels of corruption and criminality within the SAPS.”

South Africa’s weapon technology stolen

A major security breach at state-owned arms manufacturer Denel may have led to the theft of highly sensitive and classified weapons technology information.

This is according to City Press, which reported that President Cyril Ramaphosa has authorised the Special Investigations Unit (SIU) to investigate the matter.

The report stated that the intellectual property related to Denel’s missiles was stolen by current and former employees and given to arms company Saudi Arabian Military Industries (Sami).

Many former Denel engineers with experience in designing and manufacturing missiles are now working at Sami.

An army general told City Press that what happened at Denel is industrial espionage and amounts to treason.

The Deputy Minister of the South African National Defence Force, Mr Ronnie Kasrils, spoke about the incident which took place on the 18 May 1998, when a large amount of weapons and ammunition were stolen. He explained how the incident occurred and detailed the new developments and plan of action for further investigation.
On the 15 and 16 June 1998 large numbers of people attended sports day at Tempe Army Base in Bloemfontein. This resulted in a shortage of guards to man the Tempe Military Base and guard it as most of the soldiers had participated in the sports events. On Sunday 17 May 1998, a guard realized that two gates leading to the Transport Department were broken. However, no vehicle had been stolen. 
He was therefore not suspicious and did not make any effort to further investigate the matter or even report the matter to his superiors in command. 
It was only on 18 May 1998, that it was realized that the armory had been broken into. It was discovered that large amounts of ammunition were missing. After this discovery was made, a white Brigadier in charge of the armory disappeared. It was noticed also that the bars of windows at the store had been sawed into.
On 1 June 1998 two soldiers were sent to Lady Brand from Bloemfontein. They were transporting large amounts of weaponry by truck. They were intercepted on the way to Lady Brand and never arrived as scheduled. Lady Brand informed Bloemfontein about the delay and suspicions were aroused. 
The Joint South African Police Services, Defence Force and Air Force instituted an immediate search for the vehicle. Intelligence commenced investigating the matter and soon discovered that the truck had been ambushed, with most of the weaponry and ammunition missing...........

Weapons stolen from naval base South Africa

Fears are mounting that weapons - including hand grenades, explosives and heavy- calibre machine guns - stolen from South Africa's biggest naval base - are being stockpiled.

Hand grenades, machine guns, pistols and hundreds of rounds of ammunition were stolen when six storerooms at the Simon's Town Naval Base armoury were broken into at the weekend.

The burglary was discovered on Monday.

Western Cape community safety MEC Dan Plato said there had been two other burglaries at the base, between March and April.The police say they know nothing of the earlier burglaries.

The base is a national key point.

Other than a brief statement confirming the "loss of various types of military equipment", SANDF spokesman Brigadier-General Xolani Mabanga failed to respond to detailed questions on the burglaries.

The military took flak this month when Rapport newspaper revealed that security contracts for five of the country's biggest munitions depots had lapsed because the military failed to pay the contractors.

Soldiers guarding Bloemfontein's Tempe military base were attacked in August. Two sentries were robbed of their firearms and ammunition.

A military inquiry found them negligent - it was discovered that they had been asleep on duty.

Military sources told The Times that, among the weapons and munitions taken in the latest burglary were 77 hand grenades, and Uzi sub-machine guns and R1 rifles."An audit is being conducted.

There's a lot missing, including possibly 12.75mm and 20mm machine guns, and explosives other than hand grenades."The area is in lockdown. Military intelligence is working with the Hawks.

"This is being investigated as a crime against the state," a source at the base said.Researchers and experts have warned of the possibility of weapons being stockpiled.

Ben Coetzee, a small-arms researcher, said that, because of the size of some of the weapons reportedly taken, such as the 20mm machine guns, "it's unlikely that they will easily be moved out of the country.

The only logical conclusion is that these weapons and munitions are being stockpiled for some purpose".

He said that if heavy-calibre weapons such as 20mm machine guns had been taken they were unlikely to be used to commit crimes such as mall robberies."They're heavy and can't be carried by one person. They will possibly be mounted on vehicles and used against armoured cash-in-transit vehicles," Coetzee said.

He said the theft was concerning on many levels."First, it is an indication that our security services are being targeted to obtain weapons and that people are successfully obtaining these weapons.

It shows the lack of security in protecting these weapons."Defence analyst Helmoed Heitman called for a rigorous inquiry and stepped-up security.

Kobus Marais, a DA MP, said the theft was a symptom of a bigger security problem facing the country in terms of protecting its sovereignty.

"It's not only this attack. Security contracts for the protection of military munitions depots, which are national key points, have lapsed. Weapons and ammunition, both obsolete and current, are lying unprotected because contractors were not paid.

"This and other burglaries at Simon's Town Naval Base point to a serious flaw in the security of military munitions.

"Plato said clarity was needed on how criminals not only gained access to the naval base but also to the "highly secure" armoury - and then were able to leave carrying the weapons and ammunition without being detected.

Plato said he had received information that other burglaries had taken place at the naval base."The police deny knowledge of these burglaries but we continue to receive information about them and this is [said to be] the third security breach at the base."

Soldiers robbed at knifepoint at Tempe military base

BLOEMFONTEIN - A manhunt has been launched after two soldiers at the Tempe military base were attacked and robbed of their rifles and ammunition by two knife-wielding attackers.
According to a police statement, the two officers were on duty at the guard room at the Tempe Support Warehouse on Monday when they heard noise outside at approximately 2am.
Police spokesman Captain Chaka Marope said when the soldiers opened the door to investigate, they were confronted by two men wearing balaclavas.
"Information revealed that wrestling between the attackers and soldiers ensued. In the process, the suspects managed to overpower the soldiers after they had allegedly poured them with pepper spray in the faces.
“The suspects then tied up the soldiers with their own boot laces on hands and feet. The attackers then made off with two R4 rifles with 30 rounds each and two cellphones belonging to the victims."
Marope said the suspects fled in a getaway vehicle which was parked few kilometres away.
A case of armed robbery has been registered for further investigation

You Are Justified To Dread South African Police As Criminals

Often times, we’ve heard motivational speakers say things like “Expose yourself to your deepest fear and it will no longer have power over you”. Dear South Africans, the police may not be our deepest fear, we however, have reasons to fear them. And there’s no need to emphasize that we’re asking for a great deal of trouble if we choose to embrace or expose ourselves to this police-fear.

We all definitely know that we are probably, better-off without the police. The point is, the South African police is to crime, what water is to seed. See Also: Johannesburg’s Highway Robbers Versus The South African Police-See Video Footage In a normal scenario, the police should be our major shield against criminal violence. However, as you will read, those paid to be our defenders have become perpetrators.

 For Instance:
A police constable was found guilty 35 charges of raping sixteen women, nine kidnappings, seven robbery, two attempted robbery, and one theft. Just one police constable.

Another 30-year-old constable faced 14 counts of rape, nine of robbery, and 14 of kidnapping.

A 21-year-old woman who allegedly went to the Seshego police station to report a domestic abuse was raped by a warrant officer there at the Seshego Victim Support Center.

A 32-year-old policewoman poured boiling cooking oil on her boyfriend and he died from the injuries.

Two policemen were arrested for robbing a Durban man of R500 000 at gunpoint……
