NORKEM PARK CID-office: 'horrendous screams, whipping" heard by residents
Gauteng. Norkem Park security complex caretaker Johan Hubbard reported that on Wednesday, February 16 2011 at 3pm he, his family and other nearby residents heard 'horrendous screams, vivid sounds of a whip lashing' coming from the local police station's Crime Intelligence Detective unit in Mooifontein street. And it wasn’t the first time…




These sounds -- from someone Hubbard believed was being tortured -- were so “horrendous” that his frail mother-in-law had to be taken back inside their house and the family had to close the windows.

No law against torture in South Africa: 566 people died in SAPS custody in 2010 alone:

These sounds of torture can be matched to the fact that during the last ten months of 2010 alone, 566 arrested people died in SA Police-custody -- and they are getting away with it, as there is no formal law against torture in South Africa. While it’s unconstitutional to torture people, a Draft Bill which would make torture an illegal act so that law-enforcement officials could be formally charged with this offence, still languishes in Parliament’s correctional services committee.

These reported sounds of torture from the Norkem CID-office were also heard by other residents -- who did not want to have their names published. The concerned residents alerted local ward councillor Johann Jordaan - who in turn contacted the local police cluster's assistant-commanding officer Dries du Plessis. He asked the Norkem Park station commander Col Phuti Sekoma to investigate what was going on at his own police station – but by that time, Sekoma was able to report back that there ‘was no evidence of torture nor any suspects in custody'.

Hubbard told local journalist Bernice Maune on Feb 22 that on Wednesday last week at about 3pm he and his family had definitely heard screams and whipping-sounds which he described as “horrendous."

“The screams came from the (CID) building and were followed by the sound of a whip. The screams were so bad that my mother-in-law had to be taken back into the house and the windows closed. My wife went out to ask what was happening and met a female officer named Capt Van der Westhuizen. She asked her what was going on and Van der Westhuizen said she would have a look," said Hubbard. This officer disappeared into the building: she never did come back to talk to the anxious residents outside.
“It is torture tactics they could be using”

Hubbard said it was not the first time he had heard screams, as a similar incident had also occurred last year. "It has happened before and I thought to myself that it is definitely coming from that building again. It is torture tactics that they could be using. It does not matter how much information one wants to get, there are other means," said Hubbard. The last comment came from Capt Lesibana Molokomme the official mouthpiece for the Norkem SAPS , who confirmed that Sekoma ‘had visited the premises and found no evidence of torture nor were there any suspects in custody".
