Outrage after cop caught on camera 'manhandling' Cape woman 




Cape Town - South African Police (SAPS) officers based at the Milnerton Police Station have come under fire after a video showing a woman being manhandled went viral. 

The incident unfolded last month at Canal Walk following an alleged altercation between the woman and officers. 

In the video, a police officer can be seen holding up the woman's top, exposing her bra, while calling for back-up. It remains unclear why the officer was doing this.

In a post on Facebook, Prudence McPherson explained that her ordeal unfolded after police officers instructed her to move. 

"After I asked him to not demand but instead ask me to move, he blew his top!

"I literally went through police brutality: pulled by my arm, dragged on a brick floor, slammed against the police van, forced into the van, shaken to the point of unconsciousness, just pulled along vigorously wherever he went... n eventually was choked by my own hoodie while standing half naked. (Suffered some bruising)

"When his backup arrived, five male officers, with no knowledge of what had just happened (confessing to it as well), threw my a** in their van.

She then added that: I slept at Milnerton police station that night. Did fingerprints n 'mugshots' [and] was to appear in court on March 7, 2018 but after prosecutors examined his statement and then my video, his [officer] story* did not add up n my case was thrown out".

So he stopped a passing police van and the cops allegedly agreed to help him for a fee of R250.
However, the 31-year-old, who didn’t want to be named, had no idea residents of Jeppestown would be infuriated when they saw the cops moving the bed from the shop in Booysens, Joburg.
Jeppestown resident Musa Sithole said it was not the first time he’d seen police doing private jobs in state cars.
“There are two police bakkies that transport goods for people in the area,” he claimed.
The owner of the bed said he had met the cops while he was buying furniture.
“I have heard of people using the police to move goods. The cops charge a reasonable fee compared to people with private bakkies.”
However, he said he was only expecting to pay R100.
“I felt robbed by the men of the law,” he said.
Resident Sandile Mbuli (36) said: “When you report a crime the police tell you there are no cars, but they’re out there using the vans to transport people’s belongings.”
Police spokesman Warrant Officer Richard Munyai said the bakkie was taking a bed to their social crime prevention office.
“If residents have a complaint, they are urged to report the matter to the police.”

COPS BUST FOR BRIBERY

TWO policewomen were arrested in Polokwane on Tuesday for allegedly asking a woman for a bribe.
The suspects apparently demanded R2 000 from the undocumented foreigner, who had given them some cash.
Both suspects, as well as their alleged victim, are women.
The woman apparently promised that her husband would deposit the money and settle the balance, but the police were informed.
The cops were arrested by the Hawks at the Mall of the North just after getting the money they had allegedly demanded from the woman.
Limpopo Hawks spokesman Captain Matimba Maluleke said when the cops demanded the money, the woman told her husband, who alerted the police.
“The husband then deposited the money and after they had the money, the Hawks arrested them.
Maluleke said they cannot tolerate corrupt officials in service who do not do the country justice. “We want to send a clear message to government officials who continue corrupt activities that their day will come. We are going to arrest them and ensure we are left with only law-abiding officials. We will not stop until we squeeze crime to zero.
“The two officers will be appearing in Seshego Magistrates Court on charges of corruption soon.”

JOHANNESBURG, Gauteng - A Johannesburg metro police officer has been arrested for soliciting a bribe from a woman driver whom he stopped in Fourways, north of the city, early on Saturday morning (August 9).

A police spokesman said: "At about 3am the corrupt officer stopped the female driver and established that she had consumed alcohol. He told her to withdraw money from an ATM.

"She withdrew R90 and then went to complain to the Douglasdale police, who photographed the cash and watched from a distance as she handed it over to the officer."

INTERNAL AFFAIRS PROBE

Minnaar said the 43-year-old officer was immediately arrested. He is expected to appear in the Randburg Magistrate's Court on Monday (August 11 2014) on charges of corruption.

The internal affairs section of the Johannesburg metro police department has also launched an investigation.

Minnaar said people should call the JMPD corruption hotline if they were stopped, pulled over and asked for a bribe by officers.

Gauteng police have dismissed 66 police officers between April and September this year, in an effort to deal with corruption, police said on Sunday.
“Forty-two of these officers were dismissed for being involved in criminal acts including corruption, robbery, theft, attempted murder, housebreaking and theft, kidnapping, hijacking and possession of stolen motor vehicles,” spokesperson Lt-Col Lungelo Dlamini said.
“As bad elements are a burden to the police and the community, police will continue to deal effectively with corrupt and criminal elements in the service.”
Out of the dismissals, 17 of the police officers were involved in corruption and six in robberies, Dlamini said.
He said other charges against the officers included aiding prisoners to escape and rape. Ten of the officers were dismissed for misconduct including absence, insubordination and defeating the ends of justice. Eight dismissals included civilian members, Dlamini said.
“Communities are urged to take every possible action and steps in reporting corrupt members and those involved in criminal acts in order to get efficient and professional service,” he said.
“Taking action against bad elements in the service must be seen as a commitment by management to work towards a better police service.”

88% of South African Police HIV-Positive

Around 88 percent of all the active staff in the South African Police Services (SAPS) are HIV-positive, according to that country’s Deputy Police Minister Maggie Sotyu.

Speaking at a seminar which is being hosted by the country’s parliamentary Police Portfolio Committee, and which is focused on the high number of police killings in the country, she said the AIDS-ridden force include both “police officers and non-career personnel.”

“The 88 percent is made up of active personnel, clerks, public services act members, and sweepers,” she said.

AIDS is not the only problem plaguing the South African Police Services. According to a report issued last year, of the 158,548 operational members, some 40,000 have failed or do not have firearm competency certificates......

Oh, dear parents! You will probably remember that I made a noise a few months ago about the ANC trickster who suggested that the block of flats in Cape Town where the “Zuma must fall” banner was erected should be burnt. Someone, please tell him that it is a residential building in which people live and that the building has nothing to do with the banner.
Then the highly gifted comrade, named Bongani Mkongi, commented: It does not matter, the residents should burn with the building!

In a chilling admission, Deputy Minister of Police Bongani Mkongi, said guns that disappeared last week from the Bellville South and Mitchells Plain stations, were stolen by member of the SAPS and sold to gangsters.

“Those firearms that you (the media) have reported on. They did not just disappear. They were stolen by our own members. There are SAPS officers stealing guns and giving it to the gangs. It is an inside job. We know this is happening. How do you explain police officers going to parties of ganglords? Of course you are going to lose your firearms, because the guns are being stolen,” Mkongi told a media briefing in Parliament.
He said gang violence on the Cape Flats had spiralled out of control and that internal corruption within the police has aided the problem.
He announced a new gang strategy which includes the re-introduction of specialised gang units.
Mkongi requested a report from the station commanders of Bellville South and Mitchells Plain and is planning a visit to the two stations “in due course”.
He said 18 firearms, mostly assault rifles, were stolen from the arms storeroom at Bellville South and another 15 assault rifle at Mitchells Plain police stations.
Mgonki said Bellville South and Mitchells Plain and other areas on the Cape Flats had been turned into ganglands where innocent residents had little control over their safety.

Police negligence arms criminals with 7‚829 guns‚ says AfriForum

Data released by the police reveal that negligence has resulted in police losing about 7‚829 firearms between 2009 and 2014‚ with some of these weapons used in violent and serious crimes.
Police minister Fikile Mbalula released this information to Afrikaner interest group AfriForum as ordered by the Pretoria high court.
In May the court ordered the minister to hand over to AfriForum‚ within 60 days‚ statistics on firearms lost by‚ or stolen from the police since 2009.
Ian Cameron‚ AfriForum head of community safety‚ on Thursday told journalists in Pretoria that although they had not received all the information they requested‚ they were disturbed by the figures.
With a whopping 835 guns stolen‚ KwaZulu-Natal tops the list of stolen guns‚ followed by Gauteng with 741. Other provinces with a high number of guns stolen from the police are the Eastern Cape at 635 and Mpumalanga at 289.
A total of 396 guns were stolen at police headquarters alone.
KwaZulu-Natal also tops the list of guns reported missing from the police at 1‚073‚ followed by Mpumalanga at 592 and Eastern Cape at 360 missing guns.
Eastern Cape leads the pack for most unaccounted for guns at 732‚ followed by Gauteng at 148 – with 154 guns unaccounted for at police headquarters.
“These figures do not include firearms that the SA Police Service should have kept in safekeeping‚ handed in in terms of gun amnesty for destruction and those seized as evidence‚ but only reflect those in the police’s asset register‚” said Cameron.
AfriForum also requested these figures‚ but they were not provided‚” he said.
He said their quest for this information was triggered by the 2014 police raid on the house of a Ukrainian couple in Norwood‚ Johannesburg‚ in which 112 assault rifles‚ handguns‚ commercial explosives and detonators were seized. The weapons included some that had been reported as destroyed by the police.
Cameron said out of over 300 firearms seized during the raid‚ more than half were state registered firearms.


It’s a case of too little, too late in KZN’s killing fields

    He said these were firearms handed in during the amnesty period‚ saying they wanted to        establish how the weapons ended up with the couple.
“Government did say‚ they did not even know that some of these weapons had been stolen or lost‚” Cameron said.
He said the information could answer the question as to where cash-in-transit gangs get the supply of firepower they seem to have.
“Mbalula wrote to us stating that data of missing firearms from the central firearm register could not be released to us as some of those firearms have been used in the commission of violent and serious crimes‚” he said.
AfriForum is going to request police watchdog Independent Police Investigative Directorate to probe police’s negligence in handling firearms‚ which the organisation’s risk and support manager‚ Hein Gonzales‚ said was a big cause if violent crime in the country.
The organisation said it would be interested to learn the circumstances under which these guns went missing or were stolen‚ saying in Germiston alone more than 150 missing firearms were investigated in one docket.

Mbalula issues call-up for more than 600 former ‘freedom fighters’

The minister of police has called up 600 members of the so-called non-statutory powers (NSM) after a meeting on Friday.
The purpose of the meeting was to discuss promotions and possible fears that Mbalula wants to “buy” such loyalty for the December ANC election as well as the 2019 election.
The call also includes members of the Hawks and regional and provincial commissioners.
NSM members are police officers of former terrorist movements, which are now called “liberation movements” and which are integrated into the SAPS.
On inquiry, Mbalula’s spokesperson said that the meeting was part of the ongoing process of integrating former Umkhonto we Siswe and Azanian Liberation members into the SAPS.
The promotion of “terrorists” was already approved by the Cabinet and Parliament in January and described as “payback for pals.”
Many of these people serve in the infamous Blue Light Brigade and do not have the necessary training or skills to perform real police services.
This move is seen as forming a group around Zuma and its followers.
