Jo'burg Metro Police threaten woman with rape

Johannesburg - An 18-year-old flight attendant from South African Airways has laid charges of harassment, intimidation and extortion after she was allegedly harassed by metro police officers who demanded R4 000 from her and threatened to throw her into jail, "where she would be raped by other inmates".

Her father, ironically, is a senior official in the traffic department of the eThekweni municipality.

Joburg metro police spokesperson Superintendent Wayne Minnaar said they were taking the matter seriously.

"We are aware of the charges and are involved with our investigations. We view these charges as really serious and will make sure that everything possible is done to get to the bottom of this. We will keep the victim and her father informed."

The flight attendant left her Fourways home at 3.40am on Wednesday for OR Tambo International Airport when two metro police cars and a van allegedly flagged her down.

Her father related her terrifying ordeal in the dark and torrential rain because, he said, she was too traumatised to face people.

"These police vehicles stopped alongside her and flagged her down. All the other officers were seated in their vehicles and one officer in a raincoat came towards her vehicle and shone a torch inside the car.

"He said he was going to arrest her and lock her up. She asked what she had done, because she was driving normally and following the rules of the road. He got aggressive and told her to get out of the car and into the back of the van. He said that in prison, women get raped and beaten."

When the victim refused to get into the van, the officer said she had to give him R4 000.

"She took out her wallet and showed him she only had R200. He told her she should go to an ATM.

"He said flight attendants get good salaries; much higher than police officers. She was contemplating giving him the money just to get away."

The officer then asked about her family.

"She said her father was a high-ranking Durban traffic official. He then took the R200 from her wallet and said she could go.

"He said that before she goes, she should give him a hug and a kiss. She became hysterical, ran to her car and drove off. She drove straight to the airport, and one of the pilots called my wife."

The father then rushed to Joburg and took her back to the family home in Durban, where she is recovering.

"My daughter is such a shy and timid girl, and this incident has really terrified her.

"When citizens see police officers, they are supposed to feel safe and protected, but these corrupt officers have instilled fear into her."

He said he was conducting his own investigations and hoped that the guilty parties would soon be caught.

"I have questioned the metro police chief and taken this to the minister's office. These vehicles have tracker devices, and they must work fast to catch these culprits."

JMPD cops probed for bribery, assault, and, and, and ...

TWENTY percent of the Joburg Metro Police Department (JMPD) are corrupt, with cops soliciting bribes of R1 000, and others stealing R1 million.

A REPORT before the City of Joburg shows that between April and June, 116 officers were investigated and though several cases have been concluded, not one officer has been dismissed or suspended.

The charges include: officers insulting motorists; pointing a firearm at a motorist; and unnecessarily issuing fines; victimising, harassing and stalking motorists; and punishing motorists for not paying bribes.

JMPD chief Chris Ngcobo has admitted the rampant problem in the ranks, and vowed that officers caught will be dismissed.

Despite this, a report before the City of Joburg shows that charges brought against 116 JMPD members four months ago have not resulted in one dismissal or suspension.

A report seen by The Star reveals that from April to June this year, 116 JMPD officers were probed by its internal affairs unit. Among the most serious complaints are allegations of bribery by on-duty metro police officers, soliciting kickbacks of between R200 and R4 000 from motorists.

Other transgressions range from corruption to theft, fraud, negligence, assault and unbecoming behaviour, being drunk on duty, going Awol on a shift, negligence and causing damage to council vehicles....and, and, and

In a status report, presented to it by the JMPD’s internal affairs director Abel Nkosi on October 6, the document states that of the 116 cases, 60 have been finalised, 31 were still under investigation, 16 were being prosecuted and six were unsubstantiated. A further three cases were registered under “duplication”, “undetected” and “referred to other municipalities”. There are 86 allegations of “unbecoming behaviour” against officers, making up the majority of the cases.

476 Metro Cops probed for bribery, assault

MORE than 10 percent, or 476, of the Joburg metro police department’s (JMPD) staff complement have been investigated internally in the past year for allegations ranging from theft to bribery, assault and misconduct.

But, of the 476 metro police officers probed by the service’s internal affairs unit, less than 4 percent – or a mere 19 officers – were dismissed.

The disclosure by the City of Joburg policing service’s management follows exposés into what seems to amount to criminal conduct and abuses by JMPD officers. The cases were reported in the JMPD’s latest annual report.

There are currently 4 326 JMPD staffers employed in the city.

Of the 476 cases investigated, the majority of the allegations against the officers were of “unbecoming behaviour” (373 cases) and 20 cases of corruption and assault.
The figures indicate that 205 of the cases had been resolved without the need for a disciplinary hearing. About 30 percent, or 149, of the cases initially laid with the JMPD were unsubstantiated when investigated further, and at least 10 cases were withdrawn.

Of 43 officers who had gone through disciplinary procedures, 19 had been dismissed, charges against 12 had been withdrawn and four officers had been found not guilty. The remaining eight officers had received written warnings or an unpaid suspension ranging from two to 10 days.

The offences covered in the annual report range from fraud to bribery, theft, assault, unbecoming conduct, going Awol, insubordination and damage to council property.

The annual report covers the period from July last year to June this year.

Ngcobo’s acknowledgement came just weeks after his internal affairs director, Abel Nkosi, reported to the council that at least 116 officers had been investigated internally between April and June this year.

In the past year, the police’s internal complaints directorate had investigated nine cases of bribery, corruption, fraud, theft, assault and misconduct against the officers.

About a month ago, members of the internal affairs division had handed a motorist a R4 000 bribe to drop corruption charges against a senior metro police officer.

The motorist had gone to the JMPD’s Loveday Street offices in the Joburg CBD to complain formally about being forced to pay a R700 bribe to an officer at a roadblock – a conversation which he had recorded. The officers had then tried to make the case go away.

In the latest case on October 10, Soweto resident Sibusiso Ntimba was allegedly beaten up and burnt on a hot engine by metro police officers because he had failed to produce his driving licence.

Then, on July 28, a carpenter from Linden was allegedly assaulted and arrested by a group of metro officers after he had asked them why they were destroying a rock feature in his neighbourhood.

Police Arrest DA member

Kate Lorimer - 07 March 2011

Onside cops offside says DA

The actions and wrongful arrest of Edward Wenger, a DA supporter in Midvaal this weekend, seem to indicate that members of the SAPS are not playing an impartial role in the electoral process. A 73 year old DA supporter who suspected electoral fraud on the part of the ANC, due to the arrival of a busload of ANC supporters, allegedly from outside the municipal area, at a registration station in Midvaal, was assaulted by an ANC member when he took photographs with his cell phone.

When SAPS members arrived, Mr. Wenger was arrested and placed in a police vehicle which took him to the Meyerton Police Station. The ANC member who had assaulted him was allowed to drive to the police station in her own car. The SAPS are now denying that they arrested Mr. Wenger, which is unlikely to be the case. If Mr. Wenger had not been arrested, why was he placed in a police vehicle and not allowed to drive himself to the police station just like the ANC member?

I call on the Provincial Commissioner, Lt. General Petros, to immediately suspend the SAPS members involved and conduct an urgent internal investigation. Members of our police service cannot afford to be seen as being partial to one political party. I will also be laying a complaint with the Internal Complaints Directorate. Police neutrality is crucial to underpin a free and fair electoral process. If it is absent, that process may be in doubt.

‘Aggressive’ police storm popular eatery (Video)
Monday, February 28, 2011

The video in this posting shows shocking real live coverage of SA Police brutality, at its best!. I hope this video will be used as evidence in court to nail these State hooligans! Keep you eyes focused on the left of the screen when the video starts playing. (The video has no sound)

‘Aggressive’ police storm popular eatery

René-Jean van der Berg

Video footage shows heavily armed police storming into the restaurant.

Women scream while people are yanked off their chairs and thrown onto the ground where they are hit and kicked by cops.

No, it isn’t footage from Egypt or Libya.

The place is Catz ¬Pyjamas, a bar and restaurant in Melville, Johannesburg.

The police were dealing with an unrelated incident outside when a bottle was thrown at them.

They suspected it had been thrown from the restaurant’s balcony. What happened after this was captured on the restaurant’s ¬security cameras.

“One moment everyone was sitting around casually and the next there was shouting that everyone must sit on the floor,” said Natascha Coetzee, the owner of the restaurant.

“They didn’t ask to speak to me or the manager. They simply pulled the customers off their chairs and assaulted some of them.”
Twelve men and a woman were arrested and taken to Brixton Police Station.

The video shows a client coming out of the toilet – not knowing that the police were in the restaurant and had told everyone to sit on the floor.

One police official grabs him by the arm and another one storms towards him and hits him in the face.

The strike sends him to the ground. A third policeman kicks him repeatedly in the stomach, ribs and face.

“Not one of the clients was aggressive with the police,” said Coetzee. “They were too shocked and did what the police asked them.”

Warrant Officer Lorraine van Emmerik said police raided the restaurant because they were violating the liquor law by still being open after 2am.

“The police wanted to close the place, but some of the people were trying to stop them from carrying out their duties.”

Van Emmerik didn’t want to comment on the video footage.

“We didn’t see it. If there is footage the owner should bring it to us so we can investigate.”

Cop rents out police gear - report
2010-09-17 15:05

Pretoria - A police officer was arrested for renting out guns, bullet-proof vests, radios, blue lights and sirens, the Pretoria News reported on Friday.

The 23-year old constable was a member of the railway police and was arrested on Thursday while he was on duty at Johannesburg's Park Station.

He was nabbed following a business robbery in Sinoville on Wednesday.

Colonel Neville Malila told Sapa on Wednesday that a gang of armed men dressed in police uniform, robbed the business of cellphones and jewellery.

The constable's arrest brought to five the number of arrests made related to the business robbery.

Police nabbed the constable, two of the four Sinoville robbers, an employee of the Sinoville business that was robbed, and a security guard at a car dealership in Pretoria from where the getaway car was stolen.

The Pretoria News said police were investigating how the constable managed to source the police gear.

Police clerk steals R44 900
2010-11-18 18:45

Cape Town - A Western Cape woman was convicted on Thursday of stealing R44 900 in a matter of weeks while working as a financial clerk for the police.
Shawnette Mapuma, 35, pleaded guilty in the Bellville Specialised Commercial Crime Court.
Legal Aid defence attorney Haley Lawrence, said Mapuma had been forced to resign her job when the theft was discovered, but that she had repaid the amount in full from her pension contributions.
She suggested a suspended jail sentence.
Lawrence said Mapuma had first worked in the police Emergency Call Centre, before her transfer to the Nyanga police station as a financial clerk.
Her duties had been to receive money, such as firearm licence fees, from surrounding police stations, to issue receipts, and to record the payments on the computer capturing system.
Each day, she had to deposit monies received into a bank account.
According to the charge sheet, she failed to make such deposits from April 1 to May 12 last year.
The theft was discovered when the officer in control of the financial registers found that money received had not been deposited.
Prosecutor Juan Agulhas said Mapuma was caught out when she tried to replace stolen money, and an internal audit established that amounts totalling R44 900 had not been deposited.
The matter was postponed to December 7.

Vicious SA cops raid restaurant: video

04:15 | Posted by Censorbugbear |
‘No, these are not videos from Egypt or Libya. This was the Catz Pyjamas restaurant in Melville, South Africa…’
Feb 27 2011 – Rapport newspaper published a video from a South African police-raid carried out against the hapless patrons at the 24-hour Catz Pyjamas Bistro in Mellville, South Africa. It shows the increasingly criminal* ANC-regime ‘s heavily-armed cops storming in, yelling loudly, kicking patrons off their chairs and onto the floors. Unresisting patrons were getting kicked and beaten by police. Patrons then were forced downstairs, where twelve men and one woman were dumped into two police-vehicles. The 13 people were only released from Brixton police station at 15:00 on Saturday. Apparently they are being charged with ‘resisting arrest’.

‘No these are not videos from Egypt or Libya. This was the Catz Pyjamas restaurant in Melville, South Africa…’
Rapport newspaper obtained video-footage of the shocking event, commenting: "No, these are not videos from (the police-actions in) Egypt or Libya. These events took place in the popular Catz Pajamas restaurant in Melville, South Africa.'
Most of the patrons were getting ready to leave Catz Pyjamas 24-hour bistro at around 4am Saturday-morning when a gaggle of 15 SAPF-members stormed in, blocking the entrance so that no-one else could leave, said its owner. The police never asked to speak to the owner or the manager before raiding their bistro, said Mrs Natascha Coetzee.
What raised their hackles? Apparently some drunken lout had thrown a bottle towards the police contingent outside, in the street. What happened next was caught on the restaurant's security cameras.
"One minute everybody was still sitting around and the next people are yelled at to sit on the floor, said owner Coetzee. "They didn't even ask to talk to me or the manager, they simply pulled our patrons from their chairs and assaulted some.' Some 12 men and one woman were dragged to the Brixton police station nearby, apparently with trumped-up charges of resisting arrest. After hours of waiting by their relatives, they were finally given R500 bail each.
Rapport: “On the video one can see one patron leaving the toilet and coming back into the restaurant - and one cop immediately grabs him by the arm and beats him in the face. The assaulted man falls to the floor - and a third cop then joins in and kicks the man repeatedly in the stomach, ribs and face.
When the three cops finally are done assaulting him, he tries to sit down on a chair - but another cop then pulls him over, chair and all.
By 15:00 Saturday-afternoon, relatives were still waiting outside the police station, anxiously waiting for the arrested restaurant-patrons' release. One woman waiting outside was Mrs Carmen Benjamin of Pretoria - she was arrested but not charged. Her husband Clint was charged with resisting arrest. "I was in one police-vehicle with my husband and other men. Nobody resisted when we were loaded into the vehicle. Everybody was too scared and shocked to do anything.'
SAPF warrant-officer Lorraine van Emmerik was asked to comment. She confirmed that 'the police raided the restaurant because they were still open after 2am which is against the law. The police tried to close the place down but people interfered in their duties there.' She couldn't comment on the video because she hadn't seen it, she added. – Rapport

100+ Pretoria metrocops are convicted criminals: but still on the payroll
11:51 | Posted by Censorbugbear |
More than 100 Pretoria metro-cops are convicted criminals; 520 internal-disclipline cases have been pending against metrocops since 2007… and they are still on the streets, in their uniforms, with their guns:

2011-02-25 Beeld: more than one-hundred of Pretoria 's metropolitan police are convicted criminals: the worst example being one particularly criminal member, who has already been found guilty of 13 violent crimes and is awaiting trial in nine other cases. And another whopping 510 internal-disclipline cases have been pending against metrocops ever since 2007. All these 'police-officers' are kept on in their jobs in the meantime.
Training and qualifications for metro-cops in SA:

Countrywide, applicants for this job are given a six-month training course before they get handed their gun and police uniform. Their average hourly wage is R45 an hour. They also get paid additional bonuses of R1,000 to R5,400 each for protection at public events.

Their qualification requirements are minimal: applicants do not even require a matriculation certificate to qualify. Recruits who do not have a matric certificate actually are tested by places such as Technikon SA (in Johannesburg) which has been contracted out to prove that these unskilled policing-applicants have some basic literary and numeracy skills.

Cobus Claassen of Beeld quoted from an internal Pretoria Community-safety forum document from October 2010 which contains a long list of metro-cops'names who have criminal records and thus should be banned (by law) from working in any official policing capacity.

The crimes for which these more than 100 listed metrocops were convicted of are serious: ranging from assault, rape, indecent assault, public violence, theft, driving under the influence of alcohol, and contempt of court. Local town councillor Ms Karen Meyer submitted a demand at the council meeting last night asking an urgent investigation into 510 internal investigations against specific officers since 2007.
• All these cops are still in their jobs.
"What happened to these internal investigations? Between January 2010 and June 2010, a total of 240 internal-disclipline cases were submitted against metropolitan police officers, yet not one case has been completed. These include ten bribery charges, 29 for corruption, six for fraud, and TWO attempted murders. The council's local ANC mouthpiece William Baloyi admitted that 'in the past there have been delays in these internal-disclipline cases'. He said this did not mean that they were not being investigated.

The Jamestown cops believed that Ncedi was using witchcraft and were too terrified to try and find him:

The Volksblad journalist then phones Maphisa on his cellphone from Bloemfontein and gets his comment, and it’s very enlightening: Maphisa tells Volksblad:
• ‘We think Ncedu is using witchcraft – he just disappeared:’
• “Ncedu (the accused) ‘is using the tokolosi to fight for him. When we got close he ran away and just disappeared. We couldn’t find him. We think he is using witchcraft but I don’t believe that thing, I will still catch him. He knows I will catch him, the people are lying, that worker (Polla) talks shite. I told the farmers he does too. He’s lying. He makes up his own stories. Yes he was in Dordrecht. The suspect ran away and we fired shots. Who caught that man the first time, me, Maphisa. We caught him a lot of times. Then he stays in the jail for six of two months and the sentence is suspended.’

There still are many hard-working cops who risk life and limb each day to help protect the besieged South African taxpayers: now living in a constant state of warfare with huge numbers of heavily-armed black male criminal gangs. However there also is overwhelming evidence that the black cops are criminalising fast under the ANC-regime: using their government-issue weapons and uniforms to carry out the most horrendous crimes… Some evidence from yesterday’s courts and crime-reports:

Two cops fired for drugging, raping young Afrikaans mom Martie Olivier - Kempton Park

19 Aug 2010 – Warrant officers Molokomme and student-constable Mashaba of the Kempton Park SAPS, were fired on Friday August 13 2010 after they were found guilty at an internal disclilpinary hearing of interference with the judical process – and Mashaba also was found guilty raping Afrikaans mom of three, Mrs Martie Olivier on 25 October 2000 - after her husband, Sarel, was first arrested by them on trumped-up charges after the couple had left a bistro. They were thrown in the back of a police van, and the cops then demanded a bribe from his wife Martie to release him again. Mrs Olivier only had R400 in cash with her and Mashaba, according to the evidence and witness statements, then climbed into the driver's seat next to her in the Olivier car with Molokomme and Sarel Olivier in the police van following them. Mashaba then allegedly pulled off enroute to the police station and raped Mrs Olivier.

‘Do you really love your husband? ‘
While one man put the husband in the back of the van, the other ‘man in police uniform’ then approached Mrs Olivier and asked her: ‘what are you prepared to give to get her husband out of jail?’ . She gave him R400, the only money she had with her, however he insisted again: “Do you really love your husband? Isn’t there something more you can do”? The man then climbed behind the wheel of the Oliviers’ car with her in the passenger seat, and drove it to the the Kempton Park police station while the police van containing her husband was driven by the other policeman right behind it. Mr Olivier told Beeld that 'he had noticed that about 200m from the police station, the car was pulled off the road’ as he was being driven into the police station.

She had been raped: At the police station the driver of the police van opened the rear doors and told Mr Olivier that “although he had ‘driven while drunk’, he ‘was allowed to go now’. A while later his Run-X with Mrs Olivier on the passenger-seat also showed up and the policeman behind the wheel got out. When Mr Olivier got back into their car with his wife, she told him she’d been raped. “She was very upset and confused and I saw that her underclothes were torn.’ So the angered husband walked back into the police station and had a fist-fight with the two cops, smashing his hand in the process. When he walked back to the family car however, his wife was gone. “I thought she’d run away,’ he said. He frantically started searching for her.
Was her drink at the pub spiked?

Mrs Olivier said however that while her husband was inside the police station, two policemen got into the car with her, and she remembered that one had bashed her head against an instrument panel and she‘d passed out. She woke up briefly she remembers, lying on the living room of an unknown house. And then she passed out again. The next thing she remembered was that a security guard was shaking her awake in the garden of the Boston Business college the next morning. “He asked me why the police had dumped me there, and I couldn’t answer him,’ she said.

Meanwhile Mr Olivier, who’d been searching for his wife in his car, spotted her walking in disheveled and distraught condition from the direction of the college at 7:20am, he told Beeld. He immediately took her to the police station – where the medical examination revealed that there was semen on her body and dress, and visible injuries to her vagina. Journalists who interviewed the couple also noticed that she had a huge bump on her forehead. “I have scratch-marks and blue bruises between my legs and on my body. In the car where I was raped first, there also was blood,’ she said. She has now been put on a course of antiretroviral medication to prevent HIV-transfer.
• The Olivier couple lodged formal charges of rape, assault and bribery. “I was terrified to lodge the charges. I didn’t even want to go there at first. I don’t trust anyone any more,’ she said. However she’s determined to ‘be strong’ and continue with the charges. “Who knows will be next on their list?” she said. There was no comment from the police department.

Policing the Police:

Eblockwatch’s interlinked community-safety approach by cellphone

The very first cell-phone security-based company in South Africa was launched a decade ago by Andre Snyman. He called it eblockwatch.co.za. This network has spread into all fields of security-endeavours: they even keep an eye on the country’s few remaining protected rhinos to make certain they don’t get poached (more than 460 rhinos were poached in SA last year alone). A more ominous development – indicating the rapid rate at which the SA policing services are criminalising, is his ‘Policing the Police’ cellphone security programme.

Pics: Many SA whites such as Shawn van Heerden (left) of Lyttleton on Feb 18 2011, now fall victim to increasingly criminal cops. In his case his fiancee Nickie Bonthuys was arrested during an illegal raid at a bistro and taken to Lyttleton police station. http://www.farmitracker.com/reports/view/1075. There also are many incidents reported of large gaggles of cops, helmeted and with highpowered R14 attack-carbines, storming into night-spots and restaurants frequented by whites to terrorise, rob and sexually assault the women. Many white women such as Martie Olivier (right) also are pulled over by policing-officials and raped. She and her husband Sarel were subjected to this abuse by two Kempton Park cops who arrested him on a trumped-up charge, and raped Martie in the back of their family car while her husband was being taken to the police station.

Andre’s advice to members:

“Ïf you are pulled over by the police please dial this number, the conversation between you and the police is recorded and saved on our server. We ask that you try to provide as much detail as possible during the conversation:

• Describe the police car (make, model, colour, the number painted on the side of the car along with the registration number)
• Ask the police person for their name and badge number
• Mention the number of police officers
• Make it clear to the officer that you have just made a call to your friend to tell them where you are etc
• Describe your location and surroundings

“Try to let the phone remain in a position where the conversation can be recorded. When you hang up, a link to the voice recording is sent in an email to your four support members. An additional benefit for our members with the panic button service is that we immediately send an sms notification to them to check their email for your voice recording.

“A note about the length of the call: as many people have been testing the service by simply dialling in and then hanging up we have set the system to only send out the email with the link to the recording if the call was longer than 5 seconds. This is to cut down on false alarm situations.

“The purpose of this service is:
• “To have evidence of the bogus cop or cop abusing their power

Policing the Police…

SA families are becoming so unsafe in a society where the cops are becoming increasingly criminalised *and aggressive towards whites in public, that they need 911-emergency buttons on their cellphones. Families and businesses also sign up enmasse for the unique, countrywide Eblockwatch network.

Eblockwatch cellphone buddies keep in constant touch. They can also listen in and record cellphone conversations with crooked cops and armed thugs with Eblockwatch’s Policing the Police feature.

Cellphones, pitted against AK47s, R4-military assault rifles and 9mm police-issue handguns - while the SA authorities also are confiscating taxpayers’ legal arms in large numbers but leaving the vast, illegal township arsenals untouched... The SA authorities refer to this civil warfare as ‘ordinary crime’.

Families and businesses barricade themselves behind high-voltage electric fencing, burglar bars, barbed-wire across the roofs and gardens… and many family members taking turns with nightly guard-duty. White women and girls are warned not to drive alone in their cars: increasingly criminal cops reportedly pull them over and rape them. It’s all part of normal life in South Africa. The cops are becoming the criminals. Whites are targetted just

‘No, these are not videos from Egypt or Libya. This was the Catz Pyjamas restaurant in Melville, South Africa…’

March 4 2011 - The Independent Complaints Directorate has opened an investigation into the violence-driven police raid against the hapless patrons of the 24-hour Catz Pyjamas Bistro in Melville in late February. Various cops were suspended pending the investigation after 'shocked senior police officers' had viewed a video-recording of the attack. All victims and witnesses were asked to contact investigating officer Chris De Jager on 011220 1500 or 082 325 6463.

On Feb 27 2011, Rapport newspaper published a video from a South African police-raid carried out against the patrons at Catz Pyjamas Bistro in Mellville, South Africa. Apparently they were being charged with ‘resisting arrest’. The magistrate threw the case out of court and referred it for investigation to the Independent Complaints Directorate instead.

Police have 'lost' 20 429 weapons

2011-03-09 10:49
Lizel Steenkamp, Die Burger
“Cape Town - The police force admitted on Tuesday that a lack of discipline and weapon control was "worrying", after it came to light that police had "lost" 20 429 weapons since April 2004.

Top management couldn't say in Parliament on Tuesday how many officials had been criminally prosecuted, disciplined or fired due to the losses.

MPs from the ANC and opposition parties reacted angrily and said it was unacceptable that citizens were prosecuted for losing their private weapons while police officials got off scot-free.

MPs even accused the police of playing in part in the country's high crime rate…..”
