‘Corrupt’ Sandton cop stands to face charges

More charges are looming for a Sandton police constable who was allegedly found with case dockets and illegal firearms at his residence.

Suspended police constable Thabiso Kubyane and his co-accused Petrus Danyscam, who were based at the Local Criminal Records Centre in Sandton, are said to be linked to at least 50 cases of fraud, theft and corruption.

Sources dealing with the police investigation yesterday said the 32-year-old constable has been linked to the theft of police firearms as well as other ammunition.

“He has been linked to the Norwood arms cache, where a couple was found with unlicensed firearms, ammunition and explosives,” another source with knowledge of the investigations said yesterday.

The Hawks confiscated R1, R4, R5 and AK-47 rifles and about 300 handguns at the house in Norwood. Police also discovered detonators, a machine used to manufacture ammunition, packaged dagga and explosives used for ATM bombings.

Ukranian couple Emma Shumler-Tishko, 62, and her husband Mark, 59, along with Endi Nkhoma, 26, were arrested in Norwood on May 22.

They were charged with possession of unlicensed firearms and ammunition, dealing in dagga, and contravention of the Explosives Act. Wheelchair-bound Emma was released on R5000 bail because of her condition.

According to sources, firearms that were handed by the public to police during the 2009 firearm amnesty and were earmarked for destruction were found.

However, sources said some of the firearms, including those of the police, went missing from the SAPS 13 store of Linden SAPS and were found during the arrest of the Ukranian couple.

Kubyane was stationed at SAP 13 store of Linden SAPS and was recently transferred to the Local Criminal Records Centre in Sandton.

Police spokesperson Solomon Makgale said the police service has already initiated disciplinary proceedings against the two suspects.

“The suspects worked at SAPS 13 and as part of the clean up process, internal processes are already underway to deal with the matter.

“Criminality will not be tolerated within the police service and this year alone, more than 700 police officers have been dismissed for wrongdoing,” he said.

According to the police statement released last week, Kubyane is alleged to have gone to crime scenes without submitting photographs and processing fingerprints as he was supposed to have done.
“Since January he has been tending to crime scenes but failed to register the results into the exhibit register.

He was arrested in July,” the statement read.
