Let’s see, 3000 dead (white) farmers or so, which includes family members such as women and children. You have a conviction rate of 6% but let's make it 30% just to do you a favour. So now we have 2100 unsolved cases of brutal murder. So much for your crime intelligence and serving and protecting the “community” hey! So much for crime prevention!
We suspect that the non - chalant attitude you have towards these murders has a political motive (known as your land question) hence the ongoing butchery. More than a conspiracy by now.
This is taken as partisan "community" policing (a hopeless flop), dereliction of duty, and repression.
