Consensus of opinion at a conference in Pretoria yesterday, on the causes of the police brutality currently gripping South Africa — which police management did not attend — was that police management is negligent, the police are poorly trained, have no respect for law and order, harbour criminals within their ranks, and have blatant disregard for discipline.
In other words, South Africa's police force from the top down is largely disfunctional.
