2012-07-21 Charl du Plessis Rapport - More than 80% of all the cases of police-criminality investigated by the 'Independent Police Investigations Directorate' have been dropped or left unsolved over the past two years.

Some of these cases weren't even properly investigated.

This was revealed in the middle of the investigation regarding the so-called 'Cato-Manor murder gang' - respectable members of the Durb an organised crime unit which it is being claimed by the ANC-regime, were carrying out '\ murder-squad hits.

Rapport Afrikaans newspaper quotes Moses Dlamini of the IPID as denying allegations that they had known about the murders but had ignored investigating them.

Dlamini did admit however that 'some cases were declared closed.

"Witnesses were intimidated and they were threatened to be murdered if they dared speak to our investigating officers.

There was tampering with crime-scenes. In such circumstances is it a surprise some cases were closed,' he commented.

"Those cases which were closed were referred to the directorate of public prosecutions while others still have to be investigated'.

If there 's no proof to support prosecution, these cases will be investigated judicially.'
He said they had 'countless cases' which were under investigation at the time when the IPID appointed a team to, amongst others, investigate the Cato Manor case.

Rapport cited an unnamed source at the West Cape office of the IPID as saying that
officials were ordered to its council chambers last month to deal with a large-scale examination of IPID files so that they could be closed.

The same thing happened last year, the same source told Rapport, when personnel heard an internal audit was 'on the way'.

According to the IPID's 2010/11 statsitics, , 4,635 of its 5,695 cases i.e. 81% were closed as 'unfounded'.
Dlamini said playing with the statistics 'does not portray events accurately.'

He said the large number of cases dropped must be measured 'to the total case-load.
That would mean that only 40% of the cases were closed as 'unfounded'.
