Constable arrested for rape in Bellville, Western Cape

The Independent Police Investigative Directorate (IPID) has arrested a Reservist Constable for raping a 39 year old homeless man in Bellville, Western Cape. The suspect was arrested on 09 June 2012.

It is alleged that on Thursday 07 June 2012 at about 17:30, the complainant, who has no fixed address and is living on the streets, went to Bellville Police Station looking for a place to sleep as it was cold and raining. The victim allegedly spoke to police officers who were standing outside the police building and he was told to wait until 18:00. As he was waiting, he was called by an unknown SAPS member who was wearing civilian clothes. The victim was allegedly taken to a room at the back of the station where he was handcuffed.

The police officer allegedly told the complainant that he wanted to search him, the complainant duly agreed to be searched. Then the police officer pulled down the victim's pants and underwear. It is alleged that the suspect then raped the victim.

The complainant went to hospital the next day and he informed the person who attended to him that he had been raped the previous night. The IPID was informed and it launched an investigation. A criminal case of rape was opened and is being investigated by IPID.

On 09 June 2012, while the victim was assisting IPID investigators with the investigation at the police station, the suspect was spotted among a group of police officers who were sitting in a boardroom. The victim pointed out the suspect who was then arrested immediately by IPID investigators.

The suspect appeared at the Bellville Magistrate’s Court on 11 June 2012. He was remanded in custody to 21 June 2012 for a formal bail application.
