The "Hawks" are a second outfit which replaced the elite Scorpions police unit demolished by aggressive ANC "Parlimentarians" because, as was the talk of the town, they uncovered and bust lots of ANC corruption. Because the Scorpions were said to be persisting in the arms deal investigation they were quickly dismembered by the ANC in favour of the ANC's "Hawks". I have heard of them discribed as "toothless bulldogs", and lackeys of the ANC?
